What is a Presidential Signing statement and how does it affect the law?
Q. I saw in the news that President Bush signed a law for requiring a warrant to open mail with a signing statement. I have never heard of a signing statement. I was wondering 1) Where is the authority for them granted? 2) how do they affect the law as written and passed by Congress? 3) How will the judiciary handle issues with the law and the signing statement?

A. I recently read up on signing statements. Basically, they are like a reference note to a bill that is signed into law by a president. They mention how the president perceives the language in the bill and how they intend to enforce it. They are not supposed to be legally binding, nor can they be used as a line item veto, as Bush often tries to do. They really aren't supposed to have any legal merit, they are supposed to be footnotes or ideas or suggestions. The American Bar Association said that Bush's use of signing statements are illegal. What are some other ways to check your bank statement besides online and waiting for your monthly statement?
Q. I just applied for an online account through my bank so I can check my statements online. It won't arrive till a week from now. Are there any alternatives to check my bank statement besides online and waiting for my monthly statement? Can I call or go to the bank and ask a teller?

A. Often you can get a list of most recent cleared transactions and balance from an ATM (possibly for a fee) if you cannot make it to a bank branch that is open. By phone they should certainly ask you some questions to confirm your identity (best done from your home phone without caller ID blocked).

How to understand the social security statement?
Q. As of October 2008 my statement claims I have 36 credits. The statement claims that the 36 credits are assumed for last year and this year if I continue to work. What do they mean by that? By this year do they mean by my birththday (since I receive the statement three months prior) or do they mean another 12 months from the statement date?
